Melt butter in a saucepan over medium heat. Add minced garlic and cook for 1 minute, until fragrant.
Stir in rice and cook for 1 minute, until lightly toasted.
Add water, salt, and pepper. Bring to a boil, then reduce heat to low, cover, and simmer for 15-20 minutes, or until all the water is absorbed and the rice is cooked through.
Remove from heat and stir in Parmesan cheese. Serve immediately.

For extra flavor, try adding a tablespoon of chopped fresh parsley or chives before serving.
