In a large bowl, cream together the softened butter, granulated sugar, and brown sugar until light and fluffy.
Beat in the vanilla extract and milk until well combined.
In a separate small bowl, whisk together the heat-treated flour and salt.
Gradually add the dry ingredients to the wet ingredients, mixing until just combined. Do not overmix.
Stir in the chocolate chips.

Notes
To heat-treat the flour, spread it on a baking sheet and bake at 350°F (175°C) for 5-7 minutes, or microwave it until it reaches an internal temperature of 165°F (74°C).
